Zulu announced proposed laws this year as of 2025 to raise the means test to R624, the amount considered to be below the food poverty limit.

There have been 11.3 million SASSA R350 applications submitted since the most recent round of the grant began on April 1.

However, 5.2 million persons were eligible.

This contrasts with 10.5 million recipients of the award during its last incarnation, when a higher income criteria of R624 was in effect.

According to SASSA, conversations were undertaken with the Department of Social Development to reevaluate the R350 barrier due to the poor clearance rate.

Considering that this is the first time the criteria has been imposed on this scale, predictions had suggested that about eight million applications would be eligible.

Only 46% of applications were granted, which suggests that the R350 barrier may be too low and may be rejecting many individuals who should be receiving help.

Sassa stated that the R624 level will be applied going forward if the proposed regulations are approved.
